Pharaoh continues to harden his heart toward God’s demand to “let my people go.” Now God will bring such a plague that goes beyond a nuisance to a plague that will lead to starvation and death. God will bring a swarm of locusts that had never been seen by the Egyptians. Pharaoh will ruin his country through stubbornness.
