After twenty years of youth ministry, Bob and Sue MacGregor planted City Harvest Church in Vancouver, Washington, in 1997 with a vision to model a multiplying local church that not only reached its own city but also would raise up missionaries and church plant teams to plant local churches in the U.S. and throughout the world. This resulted in eight churches being planted along with several church planting endeavors taking place in some of the most unreached regions on the earth.

During this time, Bob became the Vice-Chairman and International Director of Ministers Fellowship International, a network of thousands of independent pastors globally who are committed to building healthy New Testament local churches to bring their cultures and people groups to Jesus.

In September 2022, Bob and Sue stepped down from their pastoral leadership at City Harvest Church to focus on their ministry to serve pastors and churches to make disciples, develop leaders, and plant churches. This burden has led to His Church Ministries, a non-profit ministry dedicated to resourcing the Church with materials, courses, seminars, podcasts, and blogs at no cost to the Local Church or believers. In addition, His Church Ministries will come alongside local churches and mission agencies to provide coaching and financial assistance to plant local churches.
